What are CAP agencies?
Community Action Programs (CAP) assist people with a variety of programs including housing, fuel assistance, transportation, and other basic needs. The mission of the CAP agencies is to develop and implement comprehensive approaches to addressing the root causes and consequences of poverty by means of locally determined plans of action that result from collaborative efforts of low income people, public sector officials and private sector representatives working together. CAPs are community based networks for social and economic development.
