1. MPower Loan Program

Formerly the Kim Wallace Loan Program, MPower makes loans to consumers to improve their independence. It can fund home modification or assistive technology and you must show how the funds will be used to improve access for a person with a disability. You may borrow from $250 up to $100,000. The interest rate and the number of years to repay the loan depend upon your income. (In general, the average loan has interest at the rate of 3 to 5 %).

Eligibility
There are no income guidelines for this program, but you must show that you can re-pay the loan. You must also show that at least one person with a disability will benefit from the home modification. The program is relatively flexible to allow loans to be utilized by the greatest number of people.

You apply for the loan through Alpha One, and then the Finance Authority of Maine (FAME) administers the loan fund. They will process the paperwork and credit reports and recommend applicants.

2.  Title VII, Part B

Title VII, Part B is a grant awarded from the Division of Vocational Rehabilitation to Alpha One. Its purpose is to improve independent living for consumers in greatest need. There is a $5,000 lifetime cap for each award.

Eligibility
Alpha One prioritizes applicants into 3 categories:

  • The 1st priority goes to a consumer who is forced to move to a more restrictive setting if they do not get some form of assistance.
  • The 2nd priority is someone who is living in an institution but cannot be discharged without accommodations or assistance for independent living.
  • The 3rd level of priority goes to all other applicants. There is often a waiting list for priority three in order to preserve funds for a rapid response to the first two priorities.
