MaineState Housing Authority

1.Keeping Seniors Home

This is part of a $12 million grant program of the State of Maine that was passed by a public vote in November 2001. It is regulated by the Maine State Housing Authority. This program is designed to finance repairs in homes of low-income senior citizens who might otherwise be unable to fund repairs themselves. This will make homes safer and also more accessible so that senior residents can remain home for a longer period of time. Grants are available for a maximum of $5,000 per household.

Eligibility

  • Household income must be at or below 170% of the Federal Poverty Level. For a household of two people, , this is an annual income of $20,298 or less. For a single person household, it is $15,062;
  • You must be a homeowner; and
  • You must be unable to fund these repairs otherwise.

2. Home Rehabilitation Program

This is a pilot program that provides assistance to rehabilitate your home.  The program is currently administered by three Community Action Programs (CAPs):

  • Coastal Community Action Program (CCAP) (Knox, Waldo, and Lincoln counties)
  • People's Regional Opportunity Program (PROP) (Cumberland County)
  • Washington-Hancock Community Action Agency (WHCA) (Hancock and Washington counties)

In addition to home modification for persons with disabilities, funds may also be used for: 

  • rehabilitation to meet local/state housing codes;
  • removal of environmental hazards (Lead mitigation is required);
  • energy improvements;
  • foundation repairs; and
  • replace, repair or upgrade septic system.

Eligibility

There are 2 programs that you may be eligible for. They are based on your household income:

  • If a household is at or below 50% of area median income guidelines, then a $15,000 grant may be available.  You must remain in the home for 5 years. 
  • If a household is at 50-80% of area median income guidelines, you may be eligible for a loan of up to $15,000 at 1% interest. 

Call the CAP agency to find out if your income qualifies for a loan or a grant.  Each program has a lengthy application process. You must provide copies of your property deed and housing insurance, and have a property inspection by a CAP worker. They will tell you the figures for the median income for your area.
