Office of Elder Services (OES), Department of Health and Human Services

1.Partners in Caring

"Partners in Caring" is the title of the Alzheimer's Respite Care grant, administered through the Area Agencies on Aging for the Office of Elder Services (OES). The grant can reimburse families for home modifications made to promote the safety and independence of the person with dementia. There is a $2,000 lifetime cap for home modifications.

Eligibility

To be eligible for services a consumer must:

  • Be at least 18 and not living in a hospital or residential nursing home;
  • Have a physician's clinical assessment of Alzheimer's or related dementia;
  • Not have assets of more than $50,000 for a person or $75,000 for couples;
  • Not be eligible for or receiving services from the following OES programs:
    • MaineCare (Medicaid) Private Duty Nursing/Personal Care Services,
    • MaineCare (Medicaid) Home and Community Based Waivers,
    • MaineCare (Medicaid) Adult Day Health,
    • MaineCare (Medicaid) Consumer Directed Attendant Services programs,
    • Consumer-Directed Home Based Care program
    • In Home and Community Support Services for the Elderly and Other Adults

2.  In Home and Community Support Services

This is part of a larger, long-term care program that involves a thorough assessment of all your needs and the development of a "plan of care." The Community Support Services program provides many different services; one of them is a lifetime cost of $3,000 for home modifications to carry out your "plan of care."

The first step in applying for any service from the OES is to request an assessment, provided free of charge, from Goold Health Services. A nurse will come to your house, ask you questions about your health and finances, and conduct an assessment. 

If the assessment indicates medical and financial eligibility for a long-term care program, you will be notified when the assessment is completed. The nurse will share the assessment information with Elder Independence of Maine (EIM) who will arrange for services.

Eligibility

To be eligible for services a consumer must:

  • Be at least 18 and not be residing in a hospital or nursing facility;
  • Lack sufficient personal and/or financial resources for in-home services;
  • Be ineligible for the following programs:
    • MaineCare (Medicaid) Private Duty Nursing/Personal Care Services;
    • MaineCare (Medicaid) Home and Community Based Waiver;
    • MaineCare (Medicaid) Adult Day Health;
    • MaineCare (Medicaid) Consumer-Directed Attendant Services.
    • Not be participating in the Consumer-Directed Home Based Care program.

The In Home and Community Support Services program requires that the client receiving services pay a monthly co-payment. The co-payment is calculated to be 4% of monthly income plus 3% of the person's assets if that amount is greater than $15,000.
