Home and Community-based Care for Elderly and Adults with Disabilities

Respite is one of many services that are provided within this program. This is a long-term care program that involves a thorough assessment of all your needs and the development of a "plan of care." Sometimes it is referred to as "Section 19." Under this program, elders and adults with disabilities who wish to live as independently as possible in the community, rather than an institution, are eligible for adult day health services.  Adult day health services are health and social services provided outside the consumer's home to maintain and maximize abilities. The adult day health site is licensed by the Office of Elder Services (OES). The consumer can receive four or more hours per day for one or more days a week. Activities at an adult day health center may include:

  • monitoring of health care
  • nursing
  • rehabilitation
  • health promotion
  • social activities
  • snack and noon meals

Eligibility

  • 18 years old or older and not be residing in a hospital or nursing facility,
  • eligible for MaineCare (Medicaid)
  • not be participating in the Private Duty Nursing and Personal Care Services programs of the OES

To apply for any long-term care service from the OES, request an assessment that is provided free of charge from Goold Health Systems.  A nurse will come to your house, ask you questions about your health and finances, and conduct an assessment. 

If the assessment indicates that you are medically and financially eligible for a long-term care program, you will be notified as soon as the assessment is completed.  The nurse then shares the assessment information with Elder Independence of Maine (EIM); they will arrange for the services.

Because this program is partially funded by Medicaid funds, you must also be receiving services from MaineCare (Medicaid).  If you do not currently receive benefits from MaineCare, you may apply by contacting the Office of Integrated Access and Support (OIAS) and ask for a MaineCare application.
