Home-based Care (HBC)

Home-based Care (HBC) is a state program administered by the Bureau of Elder and Adult Services (BEAS). Sometimes it is referred to as "Section 63." One of the services provided under this program is respite. These services are provided to the consumer on a short-term basis in the absence of a caregiver or to give relief to the caregiver. Respite services in this program may be provided in your home, in a licensed adult day program or in an institutional setting. There is a cost limit for respite services determined by BEAS. The Home-based Care program requires that the consumers pay a monthly co-payment. The co-payment is calculated to be 4% of monthly income plus 3% of the consumer's assets if that amount is greater than $15,000.

Eligibility

  • Be at least 18 and not be residing in a hospital or nursing facility
  • Lack sufficient personal and/or financial resources for in-home services
  • Be ineligible for or not participating for the following programs:
    • Medicaid Private Duty Nursing/Personal Care Services
    • Medicaid Home and Community Based Waiver
    • Medicaid Adult Day Health
    • Medicaid Consumer-Directed Attendant Services
    • Consumer-Directed Home Based Care program

To apply for this service from the Bureau of Elder and Adult Services, request an assessment that is provided free of charge from Goold Health Systems. A nurse will come to your house, ask you questions about your health and finances, and conduct an assessment.

If the assessment indicates that you are medically and financially eligible for a long-term care program, you will be notified as soon as the assessment is completed. The nurse then shares the assessment information with Elder Independence of Maine (E.I.M.); they arrange for the services.
